It doesn't say "must", it says "should"; a subtle but meaningful difference. What I take it to mean is that these types of collections should have a bunch of different designs and products that would all appeal to a particular niche. They clearly don't mean for this to be an "everything matches" collection but that doesn't mean a couple things with the same design is forbidden. Just mix it up with some other designs that fit the niche. My Father's Day collection for Dads Who Fish has a bunch of different fish designs on different products but two of the products (a mug and can cooler) have the same fish design.

That is my take.

"Unique designs" - Gift Collections

In the 'Gift' type of collection, it says products "must have unique designs". Does this mean you can't use the same design on more than one product in the collection? Or that the design should not be used outside the collection? Or something else?
