when i create new product and when i am ready to publish - put "SELL" but it's not working, noting happened

Try one/both of the following:

check "remove independent creator credit" (then be sure to UNcheck it in "merchandise options" once you hit "sell").
select envelopes (sometimes it's set to "none")
