Royalty History Confusion

Good afternoon,

In the Royalty History section, under "rate", what does it mean when there is one royalty percentage on top and another one right below it for one transaction?

I thought it had something to do with customization, but I see some transactions that have 'C' only and those have one royalty percentage whereas other transactions have 'C' only, and they have two royalty percentages under 'rate'. Why do some transactions have two?

@whimsywhim the other rate is for a user option - eg customer added envelopes or something like that. Normally it'll be a 5% rate
