Have we ever gotten an answer from a moderator about why international sales don’t count towards reaching various badge levels? 
It is correct; it is specified in the regulations. Only sales in the .com domain count, which is incomprehensible since all are sales after all.

On a more serious note, my guess it is because other countries have regulations against referral income. Or some other International answer towards the system. There is probably a legal reason why.

Their company, their rules… What legal reason could there be? After all, it’s something internal, an internal badge that doesn’t mean much, except for your personal satisfaction, unless you’re one of the big ones… And I’m not even sure about that…
