Highlighted Tags

When I look at a product and look at Tags below some are highlighted and some not.  Do the highlighted tell me that this is a better relevant known choice?  And the non highlighted not?  And then, I assume, that would give direction to tweaking tags?

Can anyone give some direction on this?

If I’m remembering correctly, the highlighted tags are directed at search engines, but all the tags are nevertheless viable within Zazzle’s marketplace. I’ve periodically seen a tag that’s hyperlinked on one product but isn’t on another.
