I have noticed this on a couple of products. Template option is selected in Design tool, but there is no “personalize this” button on the product page.

Yes, I have been noticing this as well. I assumed it was just a bug because when I would click again the “personalize” option would show up. It seems to be a glitch?
For the ‘upshernish’ product I have Personalize -> template fields on the product page when I visit the link so all seems to be OK there.
The funny anniversary card is weird. No template fields on the product page but if I go into the Design Tool, I can tell by the layer names of the text fields that you did set them up as template fields.
