I am not sure if this related to the disastrous new design tool, or what is going on.
I created a large gift bag and it shows other options, but they are all empty:
I also get a blank when trying to transfer to another product.
I placed the pattern in a separate layer, not as background.
Is this part of the “new normal” on Zazzle, or is this a bug?
This has been happening for a while, I believe it was reported on technical a couple months ago. It’s specific to the gift bags. It’s somehow because it treats the sides differently.
It’s a long-standing known-issue. 
@Anne Gifts bags are a funny beast. Recommend you set as “This size only” for the large gift bag and recreate the smaller sizes so they play nicely together.
Reckon it’s something to do with the background layer on the large not playing nice with the background layers on the smaller sizes (or playing nice with any other product’s background layer you want to transfer it too)
As others have said - it’s been like this for years and probably why they created as “all sizes except large” option in Product Merchandising - Change Options setting
