I am a designer from Italy creating invitations on Zazzle. I am facing a very frustrating and confusing issue with my W-8BEN form that has been rejected more than 10 times, specifically pointing to Part II, Line 10.
What is very strange is that my form was previously accepted by the system, but as soon as the payment cycle started and it was time to transfer my earnings, it got rejected again.
For my tax treaty details for Italy, I filled it out as follows:
Article and Paragraph: 12(3)
Rate of withholding: 0%
Type of income: Royalties for the use of artistic work
Additional conditions: Creation of artistic works designs sold on Zazzle online web stores on a range of goods.
Since the automated emails only tell me to correct Part II without giving any specific wording, I am stuck in a loop. Has any creator from Italy experienced this rejection only when payments are due? What is the exact updated wording that the Zazzle finance team is expecting for Line 10 right now?
Any help or intervention from a Zazzle team member would be highly appreciated. Thank you!
It’s interesting that this happens in other regions too. Same issue here, Part II, Line 10, for New Zealand.
The form was accepted during the last interval. At renewal time, at the turn of the year, it’s a case of repeatedly submitting, followed by lengthy waiting periods. The whole process repeats multiple times. The last attempt was to take the admin person up on their offer to help, but I’m still waiting for a response.
If anyone had recently success with their submission, I would appreciate finding out what was filled into this field Part II, Line 10. Thanks.
I’ve seen this problem being discussed quite a lot lately. I’m about to make my fifth attempt with exactly the same issue. I’m stuck in a loop too because I honestly don’t know how or what to put in that section anymore. The help suggested in the email isn’t really helpful, or maybe I just don’t know how to use or understand it, because I’m starting to doubt my own abilities. In my case, I’m in Spain.

I’m posting a screenshot of the approved form in case it helps anyone else who’s having trouble with the process. It took me several tries to get it right, so don’t give up if yours gets rejected.
