New collection is set of privat

I've had this problem before. I created a new collection today and when I checked it was set to PRIVATE. But it wasn't me. When I want to share it, the message comes up:
The collection you are trying to share is currently set to "Private" and will not be viewable to anyone besides you.
Would you like to make the collection public so other people can view it? I click OK. The collection is set to public but when I go back into the collection it is set to PRIVATE again. Does anyone else have this problem?

I did have that same problem many months ago. 
I think it may be a Zazzle indexing issue, so your request to make it public will not be instantaneous ... it probably take time (at least 24 hours).

Thank you very much @WHS_Designs, I just checked... now it is public. You probably have to wait a bit...like you wrote. I had it a few months ago too.
