Holiday Royalty Freeze

I was kind of under the impression that I had until October 31st to change my royalty rates but looking around I see that most of the ones I changed after the 20th still show as pending. Did I read that notice wrong or are things still updating?

"Please ensure royalty rate requests are submitted by Monday, October 31st at 11:59 pm PST:. After this date, there will be a temporary pause on royalty updates over the peak holiday season."

Thank you. Thinking on this a bit more I'm guessing I misunderstood that the rates were frozen on October 31st but will update during the next cycle on November 20th.
