how likely is it to make the option to move an entire folder to a newly made category? The only option is single moves, if you know anything about me… doing one thing at a time puts me in a straight jacket. Luckily I have one. 
The way I would bulk move products to a new category
1 - Rename the category/folder so the majority of products is already in the ‘new’ one.
2 - Select the ones I didn’t want in there then Bulk Actions drop down (top right hand side) - Set Store Category to another category and move them
- Wait until the indexing happens as we all know we have to be patience with any backend changes.
You could have a few folders already set up as ‘spares’ so that you can just rename/unhide/add a cover image and be ready to populate with products. If they’re hidden and no image - they only appear in your backend and not in your store front maybe?

I was just hoping to click the folder, had a drop down folder that says “move to” like so easy I could sleep thru it. LOL
