Some dude keeps ordering and cancelling the same dartboard in my shop. He has done it 5 or six times now in just a few days. Here is the latest transaction 169-16957051-3988384. I feel like I am being targeted for some reason. Do cancellations affect MP rank or anything? Can someone please make them stop?

Sorry to hear that. Had this happen to me too in the past. Sounds like credit card fraud. 
It also happened to me around 2 years ago. It was very frustrating. Finally, it stopped, but at the time it seemed like it never would.
Poor Jerry. Last year one of my products was attacked and was ordered than canceled more than 30+ times. It was insane!
