When it comes to "does X sell?" questions I always turn to Bestsellers at the bottom of the home page. I don't expect up-to-the-minute accurate sales data, but rather a rough guide to what's selling. I always sort by "Bestselling Today" (not that I expect it to reflect today literally). I trust it as a rough guide since I have seen things I recently sold being reflected in Bestselling Today (sometimes) and it tends to reflect Zazzle's seasonal sales. For instance, it currently shows mostly things that are sold as Father's Day gifts.
That said, I scrolled to Accessories and what do you know! Luggage tags sell quite well indeed. Supposedly 20,361 have sold overall, as compared to the abysmal sales of other travel accessories like luggage handle wraps (955 overall), suitcases (857 overall) and passport covers (3,557 overall). I don't expect those to be 100% accurate sales figures but rather to give an overall sense of popularity.
Among accessories overall, luggage tags seem to lag behind only keychains and- right now- Father's Day hats and ties. So yes, absolutely worth it. I've only sold one of my designs as a luggage tag but that says nothing. They apparently sell well overall.
The thing that surprises me about Bestsellers every single time I go there is the non-stop, eternal high sales of employee ID badges. I expect to see wedding stationery and business cards amongst whatever is in season (Father's Day currently) and I do. They are always there. But the other thing that is always there is employee ID cards. Whoever designed those brilliantly simple eternal bestsellers is making bank. Because they are never not front and center of Bestsellers, whatever the season. I just can't fathom this many businesses buying their employee ID badges from Zazzle but apparently they do.
For another data look, outside of Bestsellers, pulling up Gifts (which theoretically pulls up the entire uncurated Zazzle catalogue sorted only by popularity) is also interesting. Luggage tags feature well on the first page of accessories drilldown, although they don't show up until the 9th page of All Products. You know what shows up on the 1st and 2nd and 3rd etc. etc. pages? Father's Day stuff and business cards of course but also employee ID badges. They are like some kind of secret bestseller that nobody talks about because of all the focus on paper products. If you can think of some way to combine a block of solid color + white with a photo and text that hasn't already been done, you will sell constantly. I'm not creative enough to come up with an untried variation. Luckily business cards have more design flexibility than employee ID badges so I have actually sold my sketch of a lamb on babysitter/daycare business cards.
Anyhoo, worth it to make some luggage tags.

@KeegansCreationI hear you about the employee ID badges! I've been wearing out my brain trying to come up with a generic variation that hasn't been already done! I'm thinking those people jumped on the market first, and must have gotten some huge corporations for their customers!

I sell them periodically, though not "generic" sorts. Rather, I've sold designs that cater to specific interests.
