Yes, they probably expect paragraph 12(2) rather than 12(3) as written in my other reply. Other lists mention 12(2) (like the one I listed in my reply), although IRS mentions our kind of royalties in 12(3), and this is also the paragraph I always had in my own form and always got accepted. perhaps the one checking the form is using one of these lists circulating. here's what IRS says:
