Why not 20% celebration savings on all domains?

Nothing about this on Zazzle.se, I can see it on .com, .de and .co.uk though so why not on .se??

@Mark On Zazzle.com, today it says "Save 20% with code BIRTHDAY204U ends today".

It has still not been added to the .se domain and since it ends today I guess I will not be ordering anything for now. What is the policy for making it show on just some domains and not all of them??
