Strange SVG happening on foil invitations

There's a strange thing that happens with SVGs on the foil cards. If I upload the SVG directly to the foil layer, I get options for "Fill" and "Border", like using the square/ circle elements from Zazzle. But if I first upload the same SVG to the regular front layer, I just get the color change option like I'm supposed to get. Then I can cut and paste it into the foil layer, and it stays the way it's supposed to be. Is this a glitch, or is it the way it's supposed to work?

@MarkThank you for looking into this. This is what it SHOULD look like, and what it looks like if I first upload the SVG to "FRONT", and then cut and past it on "FRONT FOIL".

Here is what it looks like if I just upload the SVG directly to the "FRONT FOIL" layer. In this case, even though both Fill and Border are set to NONE, it is still visible. But on a lot of graphic SVGs, I can't see it until I select a black fill color.
