Continuously no sitewide discount on paper napkins and gift bags - glitch or intended?

Paper napkins and gift bags don't show the sitewide discount. I remember this happening on several products since you added the "composite value" but didn't pay attention and thought some products may be exempted. But since this always and continuously happens to the same products, I'm curious to know if this is working as intended or if it is a glitch.

I also recently posted about this. None of my gift bags have the sitewide discount. Neither do my paper napkins.

Yes, replied also there but wanted to highlight a possible glitch, considering it's still the same (regular) products acting this way with the actual 25% sitewide going on. There may be other products affected. Will add them here if I stumble over them again and if it is a non-intended issue.
