I use the Mac app version of "Just Color Picker"
It's an app that you place in your applications folder (if you are Mac) so you don't have to upload your images to the web to use a color picker. I use the color picker in Just Color Picker. It's very useful for color matching.
For windows it states:
Attention! On Windows, do not put jcpicker.exe in Program Files or other protected folders, as the system may not permit Just Color Picker to create new files.
I don't use Windows, so you would have to read on the site as to where to correctly install the app.
It is simple to download and install. Been using it for several versions.
