The question tells it all 🙂 Say we have a store at a physical person's account a@a.a and there is another person or LLC with account b@b.b. Is there a way to transfer it? And what are the implications?

@epecom
From your post it sounds like you or/person a have an account, and want to transfer it to person b/their account.
Considering the logistics of attempting to transfer a store/account from one person to another person....
LEGALLY the answer should be from Zazzle, not shopkeepers. Zazzle owns this site, we are subcontractors.
They control how/why/where/and the when of the accounts, we don't. We can open an account, be approved, then close the account when/if we want to do so.
Some possible implications/complications (for Zazzle) involve the privacy of user email of each account, each paypal account or each user's check,each users uploaded images/products, copyright, trademarks. Opening each account, checking on termination of account for violations, closing user account by shopkeeper number 1, privacy of each users monthly payments and each users privacy of payment amounts, each users main account privacy....
My thoughts, YMMV.
Gave you some things to think about, while you wait for a response from Zazzle tomorrow morning, let them handle the details of your question.

Please would you confirm the official Zazzle response about opening a store on behalf of a third party? Thanks

They preferred to give the right answer to the question not asked. I interpret it as No.
""" Yes, you can open and manage multiple stores under one Member account. Don't forget Store names need to be 6-20 characters and contain no spaces or dashes. """
