Drag and drop order of categories glitchy on iPad

It lets you grab one, but when you move it, the whole screen scrolls with it, so you’re not really moving it. Anyone else have this problem?

There are so many things I cannot do on the iPad. This is one of them.

On Android tablet there are multiple functions that able to be performed. For example within collections: ordering of items within collections, adding captions to media and deleting media. The are so many functions within the design tool and probably elsewhere that I am not even aware of.
