File format for large banners or posters

Obviously, using the standard jpeg, tiff or png file to create an image to upload for a large poster or banner is not feasible - that is, if we attempt to make it the actual size. So, what is recommended for such images? I'm thinking it may be necessary to create a smaller image (even something like a 16x20 inch) and saving it as a pdf file. Need some good advice on this. Thanks.

You cannot save a pixel based image as a vector based image and expect it to magically gain the ability to be scaled larger than it's original size... It simply doesn't work that way. Only images that are vector based in the first place are infinitely scalable - because they are made of math.... not pixels.  You may stop getting the warning but it will still be pixelated. 
Yes, you do need to have a file that is large enough to meet the minimum resolution necessary for the item you are putting it on and yes, that image may need to be very large.
