Line Spacing of 0.9 Does Nothing or Sets to 1

This has been happening a while, and I mentioned it on the old forum a while back, but it seems to be behaving differently (perhaps based on the template or maybe after some other design tool changes).

When trying to use 0.9 line spacing, no matter how I enter it, either nothing happens at all, or it jumps to .08 or 1. 

This doesn't happen when I use other fractions like 0.8 or 0.5.

I've found that if you use .89, that works. At least it's a workaround.
