As I recall only the mini sized business cards were sold in packs of 25.
If I start on a mini business card (pack of 25) and change the size the minimum is still a 25 pack.
If I start on a regular sized business card (pack of 100) and change to the mini view it's still a pack of 100.
Is this a bug or has it always been like this and I'm just now noticing?

Solved the mystery. There are two sorts of card sets, regular business cards and so-called calling cards. The business cards come in sets of 100, and the calling cards come in sets of 25, no matter the size. Your design was designed on a calling card and you tried to create a new business card, hence the difference. Here are the blanks:

It's the "calling cards" that come in sets of 25. The exact same product size and papers, just named differently and packed in smaller sets for a different purpose.
Important note: they're more expensive than business cards at the same numbers. E.g. 100 blank mini business cards - 1 set for 19.95, 100 blank mini calling cards - 4 sets of 25 for 26.00 (same at higher numbers).

I've had customers purchase my business cards & then transfer them to calling cards. I always wondered what they were. I still don't understand why someone would do that, especially if they're more expensive!

They are more expensive if you want 100 and more but they are your choice if you want less than that. It's the same story as with paper sheets and letterhead for stationery paper. Paper sheets have become more expensive recently but you can purchase single sheets. Letterheads on the other hand can now be printed on both sides and are less expensive but come with a minimum order of 10. While I opted for paper sheets time ago when letterheads could only be printed on one side and the sheets were less expensive, now I'll switch and probably offer a second matching variant on the sheets or use the sheets as "cheap" 8.5x11" "posters".

Wow! I've never understood when I've had sales of business cards transferred to "calling cards" or vice versa ... and I had no idea I designed on a calling card instead of a business card? I guess it's just one of those weirdnesses I'll never understand like a postcard vs a holiday postcard, I believe the only difference is the price?

Most welcome. I didn't know, either. Discovered it after I did some checks in response to your post and Jerry's reply. Postcards are another good example of the same product at different prices for different purposes. I fell twice with these. Made recurrent Holiday postcards for a customer of mine. At first, they all had the same price so I chose the Holiday variant, then Holiday ones became more expensive and I switched to Announcement ones (for the nicer preview), then these also rose in price and I switched to the regulars and stuck with them. Same story with the other cards to avoid the bulk numbers set as default. And paper sheets/letterhead are one more example to have a look at, see my reply to Marcia in this regard.

Regarding postcard vs holiday postcard. Isn't the different name for better searchability in the Zazzle marketplace?
