Store Banner

I usually change my store banners to follow the up and coming holidays. I've been trying for house to change the banner to stores that just won't change at all, no matter which previously used banner I choose. I have tried it in two different ways. Does there need to be a fix?

Refreshing won't help unless you clear your browser cache.
