The rules state:

Digital Format for Submissions

  • For original character artwork: Ai file is preferred.

Does this mean an Adobe Illustrator file? Is this trying to specify a vector file format?

Adobe Illustrator extension is ".ai", so that file is what they are saying is preferred.
Create and use ".ai", since they clearly stated that it is preferred.

And just to clear up any confusion before it starts,
it also says "No AI generated artwork", which means no Artificial Intelligence generated art.

INKSCAPE as an alternative to Adobe Illustrator:
Inkscape is an open-source vector editor and it is available for free. It operates on Windows, macOS and Linux and supports a wide range of design formats, including Adobe Illustrator's AI format

Going further: about GIMP:
. ai is a file for illustrator, which is a vector graphics program, and isn't compatible with GIMP (which is a bitmapping program).

Would have been simple to say "vector format." There are a few programs that produce vectors; however, if they don't want EPS or SVG files and only AI files, then this is sufficient. However, it is susceptible to confusion. as you point out. ".ai" tells me immediately that it's an Illustrator file. "AI" leaves it up grabs.

Generic .eps images work with Adobe Illustrator.
