How Do I get the Design Tool to let me change the border color on an SVG?

OK, I'm sure there is a simple answer to this one, but I'm stumped. On some of my svg images, the design tool gives me the option to change the border color like this:
On other ones, all I can do is change the color, I don't have the option to add a border:
There MUST be something different about the files, but I'm stumped.
I THINK I have created these files the exact same way. I used Photopea to create them, I uploaded a png, vectorized the image setting the number of colors to 3, then saved it as an svg.
What am I missing?

This is probably not going to be much help but ...
I think having a Fill color and Border color option is the old way. I remember when it was announced that SVG handling in the Design Tool was upgraded to support a max of five colors. That's what piqued my interest in trying them. A couple times after uploading I got that "old" way - with just the one Fill color and a Border option - even though I had designed them to have multiple colors that could be changed. So I deleted, remade, reuploaded to get them right. I recall even asking in the Tech forum I think why I was getting the old border style svg instead of the 5-color type. I can't find any old threads on this even searching via Google, but I think the Border option might only still present on old SVGs added to designs before this upgrade? because otherwise it would have messed up all existing designs incorporating the border property. I did come across some tutes while Googling on how to use SVGs with Zazzle and none of them mentioned this border option. So I think it's just present on old designs, or shows up if the svg is faulty.

Gah! I think you're right! I had two hearts in the same design, one that was giving me the border/stroke option and one that wasn't - and I couldn't for the life of me figure out what was different. The difference... one was copy/pasted from an old design, and one was loaded fresh from the image browser. But if I create a brand new product and place both hearts from the image browser, neither one has the border/stroke function.
Oh man.... I've literally spent hours trying to puzzle this out - even to the point of examining the xml of my svg files, and calling in my uber-geek guru who understands svg so well that he's writing an svg editor! Sheesh!
Well, suffice it to say, I wish they'd bring back that feature. I found it really helpful to be able to stroke an svg so I can make shapes the same weight as whatever font I'm using.
At least I know I'm not crazy... this is definitive proof of my sanity, right? 😉🤔😁
