How can I assure the link I send to someone will help guarantee I get a referral bonus? I tried before as the site showed me how to do it and I never got a referral bonus at all.

If you know them, make sure they clear their cookies before they click on your link... if they've visited the Zazzle site before and still have an active Zazzle cookie yours will not take effect.

As easy way to do it is ask your customer to copy and paste your link into a private or incognito window.  I receive the referral 99% of the time when they do that. 🙂

I never ever receive a referral through zazzle chat, however if I email them the link maybe about 80% of the time I get the referral I don't ask customers to jump through hoops like going through incognito or anything I figure that's a bit rough if I get it, I get it if not oh well.

There is no way to guarantee the referral. I think your experience proves that.
