i ordered something of my own, and i received a cancelletion. i know the image that the person who cancelled my order was public domain

Just because another designer uses an image on Zazzle does not mean that it is free or public domain..... Other designers may have paid for the right to use it, may *be* the designer, or may have wrongly used the image and simply not been noticed yet. I found that particular image on several sites, all with indications that their images are free for personal use only.

theres several sites that have this creators penguins on them, and the have the same license
commercial use no attribution
now how can i make sure no one on zazzle gives me a cancel order again

There are images on Pixabay that are NOT public domain, they need reporting to Pixabay when found. Meanwhile the image in your screenshot is not the same as the image on the invite.
The best way to resolve this is to communicate with the content team who canceled your product.

Indeed - there are unfortunately people who are either unscrupulous or don't know any better who may upload images that are not theirs to free sites... The image you found on Pixabay is indeed not the one you used... and the person who uploaded it, uploaded a bunch of random clipart of different styles, which is a red flag that they are likely not the creator. Those particular penguin images are indeed widespread, so tracing them back to their actual creator is difficult... but I can only assume that Zazzle has seen them before and had a complaint.
The only way you can be sure that Zazzle doesn't cancel your order again is to find a different penguin image that you can confirm you are allowed to use/have paid for it's commercial use or to draw one yourself..

This is a variant of Tux the Linux Penguin. A bunch of variants including the original have been uploaded by the same account. This particular one unbelievably is tagged "tux". Even more unbeleivably, the original Tux the Linux Penguin is even tagged "Linux" and "logo". Some nerve! Anyway, Pixabay should have deleted these (especially given the tags of "tux" and "linux") since they are Linux copyright property. I guess Zazzle's bot is better than Pixabay's.
Anyway, a safer bet for vector clipart is to straight up buy it from a reputable place that does vetting (the "for free" sites have pretty slack vetting). I recommend DesignBundles or CreativeFabrica.

Sigh, yet again I feel old… my SO is an embedded engineer, so Tux is not an unfamiliar sight in this house, but I didn’t even associate this guy with the older version…. No wonder zazzle pulled it. LINIX is protective of their mascot.

That penguin is the intellectual property of Linux. It doesn't matter that somebody uploaded it to Pixabay.
