Downloadable Greeting Cards Limitation

I have enabled all my greeting cards to be downloadable for customers. The standard size and big size cards are all downloadable except for the small size cards. Is there a reason for this? I have many thank you cards made available only in the small size, and I am not able to make them downloadable. Here is an example I am referring to. In the drop-down menu in the back end of my store, there is no choice to make the card available for download.

unfortunately, thank you cards are still not eligible as digital downloads.
