There's a couple things in play - 1) you can only use 'cleared' earnings to make purchases 2) you can only use earnings in the currency you are paid in to make purchases. I get checks issued in US$, so I can only use cleared earnings from purchases made in US$. See the **disclaimer on your earnings page for the exact legalese.
