I was supposed to receive the payment this month but it didn't happen so I sent an inquiry to Zazzle. 
Instead of answering my question, I was asked to send a written consent to be answered.
Then I was asked to send a new e-mail address even though my e-mail address on Zazzle has been the same
for almost five years and I certainly do not intend to change it under any circumstances.
Has anyone had this experience? What do you suggest I do?

That sounds really weird to me.  Email support and see what kind of reply you get

  Hello. It’s the same for me. They also wrote that written consent is required. I didn't quite understand what it was.   How did you solve this problem?

I sent them a written confirmation. After that, another person contacted me with an apology and I received my money the following month.

Did they say anything further? For instance, was it to look at your account? Weird, yes, since they have control of the accounts. We don't ever give our written consent to a blank request. Is it possible your email was ferried to the wrong people, ones who couldn't answer your question? Strange.

Hello. I am trying to file a W-8BEN tax notice in support of a company. And this is what they write to me

"Due to strict data protection protocols and procedures, we are unable to divulge any information pertaining to a person’s account without first receiving written or verbal consent from the account holder. Written consent must be provided from the email address associated with the Zazzle account, in this case, ххххххххххх@===."

or something like this

"In order to allow us to assist you further, you will need to submit your inquiry from the email address associated with your Zazzle account. Once you have submitted a new inquiry from the email address associated with your Zazzle account, please let me know and I would be happy to assist you further."

I am writing from my email address, which is linked to the site... In general, nothing is clear

That's an entirely different case from what I thought it was. I know nothing about a W-8BEN other than the trouble I've seen people having over the years with it. So many of them took a long time to get it straightened out. It must be a wicked form.

EDIT: I ran a search on the form, looked at it, and realized it's a typical IRS form, which can trip up a person easily. The IRS can approach even the simplest of situations and turn it into a nightmare of terms no one knows the meaning of other than the IRS, and sometimes I wonder about them.

I also sent the W-8BEN in PDF format because I am from Europe and I have my own company. But there was also a problem because for months nothing happened with my payment. After that, I wrote a post on the forum and someone contacted me and checked what it was about. Turns out they didn't process my W-8BEN form and that's why I couldn't get paid. After they did that, normal payouts started. If you need help with the form feel free to contact me to help you.

They didn't answer anything in particular. After the other person contacted me and apologized for the misunderstanding, I received the money. After that, I had no problems with payment. It all depends on who answers your question. If a person who doesn't know answers, then you get the answer I got. Then you complain and someone gives you a normal answer.
