is there a general rule of where to start text on a T-shirt, as far as the beginning line, how far down should it be from the collar? I have just been eyeballing it.
TIA

There is no rule apart from the eyeballing rule

Maybe it's just my bias as a woman, but I tend to not want to place items so that they would be prominently and mainly displayed across my boobs..

This article from Vistaprint may be helpful for you.
It suggests that for designs that are on the centre of the chest, to have the design start 2-3 inches below the collar. And the width should be 8-10 inches for text, to ensure readability.
As for crest designs, they suggest these are 4 inches down from shoulder seam, centred between neckline and left armpit seam
