Is this for affiliates or people who buy ads on Twitter?

Don't think so. It's specifically for twitter blue content creators (sorry X Blue) so for example those that have high interaction with their followers (impressions) and post interesting tweets (X's?) and ads show in the reply section so that they then earn revenue from those ads.

I follow one such content creator and because his tweet (x) impressions are in the millions, he gets paid by Musk a percentage of the ad revenue
