I also have had trouble finding the HTML popup when trying to place.  I am presently on Firefox and do see the 3 dots on the left of the top line.  So I will test putting the html here.  I am on a lap top.  I had no trouble on any browser with my desktop.  I had no success with my iPad.  So, here goes.....    .... as you see it did work here using  (    ... > HTML   )
