I wanted to update the street address on my payment settings page before submitting a new W8 tax form and, when I tried to save the changes I got a pop-up window that wouldn't let me choose my entered address but forced me to choose suggested address with different State name. I tried to change it back but I've got the same result. This created two problems.
The first one is, as I already said, entering/saving the state name correctly. In the Country field from the dropdown list I can only choose Serbia (which is the correct term) but when I enter Serbia in the State field (below the City field) and try to save the changes I get that pop-up window forcing me to choose CENTRALNA SRBIJA (which is wrong btw. because it's not the name of my state/country, it's just the area where I live in (like Central Texas for example).
It wouldn't be a problem per se, but it creates a mismatch in names between Country and State entry fields which leads to my second problem - now I can't fill in my tax form correctly because the names don't match.

Maybe this will explain things better - from W8 Review Team email after I submitted my tax form:
- Your address in your Zazzle Payment settings has "Serbia" as country whereas your W-8BEN form has "CENTRALNA SRBIJA" as country. Please match the address exactly and correctly between your payment settings and form.
(I would, but I can't 😭)
The W8 Review Team has been great but I don't think they can help me with this. Can someone please fix the issue on the payment settings page, otherwise I won't be able to submit my tax form and get my payments.
Does anyone else have the same problem? Any advice?

I understand now. You did not understand me based on this response. You can't match those two fields because they are not the same thing. They should have different information. Other terms for a state might be province or postal area. It is a smaller area that is in a country. It is not the whole country.
If that makes no sense, just follow this...

On the Zazzle Online Form:
"Country" is SERBIA.
"State" is CENTRALNA SRBIJA.

On the W8BEN:
"Country" is SERBIA.
"City or town, state or province. Include postal code where appropriate." is something like YOUR CITY, CENTRALNA SRBIJA, YOUR POST CODE. I can't tell you exactly because I don't know your address. Make it look like that part of the address in the payment details. Note that this section needs several different parts of the address entered into a single space.

State doesn't mean country. It's asking for an area within the country. So for people in the USA, that might be Florida or Utah. For people in the UK, that might be Kent or Surrey. Most countries won't call those areas states, but you enter whatever is closest to the concept.
I don't know why you got the weird response from the team, as you've clearly selected Serbia as the country. Unless you maybe put the bits of the address in the wrong boxes on the form and that's what they're trying to say.

Hi,
I understand what you're saying, but the problem is when you submit the tax form the Country and the State fields on my payment settings page have to be the same or they won't accept it.
This is the first time I had a problem with W8 tax form like this, I've been selling my images for years on 5 stock photo agencies and they have always accepted my tax forms without any issues. Even my old tax form on Zazzle was ok. But they made some changes on the website and now I can't match the names. Also, for some reason they now switched my address to Serbian but the Country field is in English as it used to be.
In W8-BEN tax form I have only two Country fields to fill in, but Zazzle current settings are making it impossible to do now.
As for the team, they probably think I entered the data incorrectly, because when I submitted the form firstly a few days ago (with Serbia entered in both Country fields on the form) I got this answer from them:
- Your address in your Zazzle Payment settings has "CENTRALNA SRBIJA" and your W-8BEN form does not. Please match the address exactly and correctly between your payment settings and form.
I thought that I have to fill the form with the data from my payment settings page and submitted the form with Serbia and CENTRALNA SRBIJA and, then I got the answer I mentioned in my previous post.
The point is, I can't match/change those two fields because Zazzle won't let me, so I'm stuck now with these settings.

You are right, I didn't understand you the first time. I was tired, and Z confused me with the changes (we don't use the state part in our mailing). If they just simply said in their email (as you perfectly explained) something like: in section 3 under City, state, etc. ADD "CENTRALNA SRBIJA" and leave Country fields filled as you already did... everything would be so much easier. Nevertheless, it was my mistake, I should've paid better attention to their wording.
Anyway, I'll follow your advice and resubmit the form. I think this time it should be ok.
