Does the requirement to tag generative content apply when it is not part of the actual design, but AI is used to create the cover photo?
Is there anything presently preventing use of AI in cover photos?
I cannot easily find the policy and/or there is nothing specified

As far as I can tell, generativecontent tag just refers to designs, not cover photos. I routinely use AI to make cover photos, such as using Midjourney to make surfaces for the product to sit on.

You don't need to tag it generativecontent if it's only the cover photo and not the item for sale.
