What's the list of designers on right side of forum page?

I keep seeing designer avatars and names in a list on the right side of each forum along with numbers. There's no header for the list, so I'm figuring maybe these are the top solution folks. Anyone know for sure?

EDIT: Never mind. I clicked on the button just beneath the list and saw it was exactly as I thought. But why does one have to click a button to find this out?

When you click on “View All” under that list of avatars and names, it opens a full list with a title “Top Solution Authors”. There is a separate list for each forum.

All of the names won’t fit on the column, hence the need to abbreviate the list and show the full list on a separate page.
