Regarding Shapes

Some of the shapes within the 'Elements' Section are royalty-free and can be used and added into our designs.

What I don't understand is the purpose of being there for the non royalty-free shapes. If we add one of those into a design, we cannot sell it. So why are these shapes there? Can we purchase the right to use them? I don't understand the utility of them being in there if they cannot be used.

Some of these non royalty-free shapes are actually nice and could bring something new and joyfulness into a design, for example when trying to use masks for photos.

They are apparently there for customers to use, but not designers. I don’t understand the logic behind that rule, either.

If a customer, or yourself, is creating something just to buy, it's personal use. If you're putting it on something you post for sale, that's commercial use.

It would definitely make it easier on designers if there were two sections, one for customers and one for creators so we don't got through the motions of making a design just find out we can't use it.
