For the last two days when I try to download artwork to place on mock-ups, the downloaded files show a white — or even a blue background. This is a random occurrence, sometimes this feature works, and sometimes it doesn’t. Previously, this has not been a problem.

Interesting. It is artwork from T-shirts—and ceramic ornaments—where this issue is occurring.

This an old thread about this here and what was found then still holds true tonight when I tested it.
When you download artwork, transparent areas in the design will be the color of the actual product. So the background on t-shirt designs will be whatever color was selected for the shirt itself. Products that are themselves transparent like shot glasses, pint glasses, kisscut stickers, window clings ... the background on those will download as transparent because the product is. (Unless of course you set a background color for it as in my shot glass example in the mentioned thread above.)
White vrs transparent on paper products is still giving inconsistent results.
