Design will not scale properly to Oreo Cookie Pop

My design will not scale to the Oreo Cookie Pop product. It worked fine with the dipped Oreo cookie, but not for the pop. The design tool will not allow me to manually scale the circle and the dotted ring nor will it allow me to edit the dotted circle.

For me, I've experienced this when I've tried to use the same image - but the product itself is a smaller size.  Like for example the golf balls.  Some of these products are making us use small images to fit the product design area, and will only go up to a specific size image.  So, it's the products themselves, not you.  The pop is a smaller design area, than the cookie.  I would definitely look at the description, and see what the recommended size is and go from there.
