I get the Adjust button on your golf cover example in both Firefox and Opera. (You do have to Replace first with your own image before the Adjust will appear.)
From trying my own products and others' products, in Firefox and Opera, signed in and as anon customer, what I found was
1) With my own products, when signed in, the Adjust button never appears. Makes sense to me, they probably assume that as the Creator you'd use the Design Tool to tweak images not the button made for customers.
2) When viewing my own products (so I know what I've set the image properties to) as an anon customer, the Adjust button only appears for images I have set to Fill. For images set to Fit, no Adjust button.

Scott, I added this on Firefox and, as your can see, adjust does not appear. Someone else just said that it is happening on Firefox and Chrome. Can you test it for yourself on one of those?

Hi — for my products, up until recently, I always got the adjust feature after it was published when I was still signed in — because I would use it to double-check that it worked as I wished. I always use the “fill” for photos — so that is not the issue. However, I am going to sign out and see if I see it — but it would be very convenient to have it back again when signed in as a final verification feature.

After a posting a product, I usually go into the product page of that product and test it with different images to see if a customer will be having any problems. Now, it's kind of annoying that I have to use another browser where I'm not logged in to test it.

I did just sign out — then I get the adjust feature — never would have occurred to me — thanks. But, I do hope they can do the fix so that I can see it without having to sign out — kind of reassuring to know that it there because otherwise I rarely sign out to look from the “outside”.

It has disappeared on Chrome and Firefox, but it does work on Waterfox. I just checked again and it is not working on Chrome or Firefox and I've had this issue for several days.

It works for me as a customer on Waterfox, Chrome and Firefox, but not when I'm signed in.
Either this is a glitch or Zazzle must have changed this, because when I was signed in before, I did see and could use the adjust image, on my own products. I thought I had this same glitch, but I tried it on another designer's product, while logged in, and sure enough it works when you change the image! So then I tested some of my own products in another browser without being logged in, and they work fine too.
