I changed my Royalty Price before the 20th but it did not take

I changed a bunch of notebook royalty prices and when I look at the Royalty Information it shows Current Royalty Price 14.5%, then underneath it says Royalty Price 9%, which is what I changed it to. However the price has not actually changed and it's pointless to wait until December 20 for the lower royalty to show. Please advise.

There is a royalty freeze during the holidays. Changes needed to be made before the end of October. The next rate change will not be till January 20th.
