What is the purpose of the “Anchor” tool in the Design Tool for text, with the up and down arrows with the line? I tried the 3 options, and none of them seemed to do anything!

To anchor the text at the top (so that the text runs down) or to anchor it in the middle (so that the text runs up and down) or to anchor it at the bottom (so that the text runs up). I find it really useful with text templates so that I can design with the intention of trying to prevent the wording running off the product when a customer inputs enough text that the wording runs onto more than one line. For instance, if you put text near the bottom of a sheet of paper/card and bottom-anchor the text just above the green dotted safe line, the text should run up the paper/card when additional lines of text are added, rather than breach the green dotted safe line.

It tells you which direction the text box will expand if the user adds extra lines of text to it. If you anchor it at the top, the text box will expand downward if the user adds additional lines. If you anchor it in the middle, the text will expand evenly up and down leaving the center of your box where it is. If you anchor it at the bottom the text box will expand upward. I'm basically saying the same thing @SR did - my brain just didn't process what he meant by the word "runs" so I explained it a little differently.
