Even if you find "appropriate" pics on these public domain pages, you can't just take and use them, when there are identifiable people depicted. In these cases, you need the written consent of the author including a so-called model release of the people depicted, which is basically written consent by these.

If you want to use professional stock photos, you have to buy them on stockphoto agencies such as 123rf.com, adobestock.com, etc. You need only a standard license if you want to use the photos as placeholders only, if you want to use the photos as part of your design to sell, you usually need an extended license, which is way more expensive. Some agencies offer only subscriptions, others offer credits you can buy case-by-case, some agencies offer different prices for different image sizes, others have only 1 generic price and you get the largest image size.

I personally can recommend both adobe stock and 123rf. These are the two I use and IMO these offer the most for the price. On both sites, you can buy credits. 123rf.com is the better choice, IMO: you can buy standard licenses based on their size (saving a lot of money this way, if you don't need huge 7000-pixel high-res images), and the extended licenses cost approx 1/3 or more less than on Adobe's site.

I've found DepositPhotos.com has the best selection of good stock photos and affordable prices. They usually have sales where you can stock up on credits to make them more affordable.

Checked. 123rf.com costs less. But it's strange on 123rf, the offers have changed, and no matter what size or license type (standard/extended) you use, the prices are the same, at standard license max size. Need to check it out better, if it0s not a bug and you get extended licenses for the price of standard licenses it's awesome, it would cost as little as 4.50€ (in my case) per image.
