I want to make sure I understand the FILL tool before I list my products. Is it ONLY when using photograghs...when customers want to replace it with their own photo? OR is it for other designs as well? EXAMPLE, I have the picture of a paw print, and the "fit" and "fill" options are there. And I have the paw set as permanent. So would I need to use FIT or FILL?? I would think not, but I don't know. I'm just a little confused. Thanks

I am not entirely sure I am fully understanding your question, but I think FIT and FILL are useful to you when you choose how you want your design, your drawing, or your photo to look on the product. When you lock an element of your design, both FIT and FILL become irrelevant to the customer in my understanding, at least for the locked part of the design. So I do not think you need to give any additional thought to those.
I also do Postcrossing!

Just to clarify, there are two different 'fit and fill' options. The first one is visible on the right when you are arranging your images and is useful to quickly resize your image to either fit or fill the design area. This one is strictly for your convenience when laying out your design, so you don't need to use is it at all unless it is convenient.
The second 'fit and fill' option becomes visible when you choose to make an image into a template. This one has an effect on how the customer's replacement image is sized and is best set to 'fill' in most cases.

Very helpful, thank you! I did wonder what the other set was at the top. Now I know. Thank you so much!
