Gift Bags Not Showing Discount Percentage

Has anyone noticed that Gift Bags do not show the 20% discount during the current sales, whereas all other products do? I am wondering if this was intentional or if this is a glitch in the system. As far as I know, all products throughout the store should be showing this discount during the current sales during the past week.

Neither do paper napkins. Discovered a few products without sales discount in recent days, after they added that "Comparable Value" thing. Not sure if this is a glitch or working as intended. And cards change the discount %, too.
